Yes. You are absolutely right. But I'm just hanging on so that I can get to the root of the problem and help others with the same problem.
If I were you and would like to come to the root of the problem, I would install Windows on an new (or used!) HDD and keep the Problem-HDD for to find out what's going on later and not use a lot of wasted time to find out now! That would also gives you more peace in mind and you also had an physical system for to compare directly. That may would gives you a much better change to find out what were trigger the problem.
Infact activating the hidden admin was the first method I tried out. I activated the Super Admin via the command Code: net user administrator /active:yes and tried out all the possible commands. Even tried out sfc /scannow with the Super Admin user in Normal as well as Safe mode. Sorry for not mentioning this in the Original Post. I'll add it.

Just for the heck of it, maybe try creating a new user with admin rights and then attempt activation.
amy, are you using another kind of security program other than windows defender? If so, you need to turn it off, then redo your procedure...
