So restore my system back to april 2015

    try this in CMD admin
    chkdsk /f
Yes to check on reboot. ( restart pc)
    then
    dism /online /cleanup-image /restorehealth

after done goto control panel and run the troubleshooter for updates.

Thanks for the advice tried that still unable to install update KB3046002
Any other advice would be helpful as it looks like I will need to do a clean install again on desktop to try to resolve this
Then restore laptop to when it was purchased as it came with windows 8.1 & I have a backup of that
But it seems such a lot of trouble for this one update & do I really need it
    thanks again

create new user account local not MS and make it admin then restart and log in to it.
    try running the troubleshooter again.
if it fails run SFC /scannow and restart when its done.

    if still then try
    Dism.exe /online /Cleanup-Image /StartComponentCleanup
