    Run the setup without being connected to the network?

    This was not the issue as I always so anyways.

    What happens if you don't go through the OOBE menu and just wait at the first screen? Does it reboot even then?

    Yes. It happens after I hit next at that certain screen.

    What options are you selecting? Microsoft ID login? Who owns this PC? etc. Maybe one of these is triggering the reboot.
