On Surface 2 and Nokia 2520, it isn't possible to run WRT8-0. Device can boot WRT8-0 loader, but HalExtension driver isn't signed for WRT8-0, so you will get "HAL initialization failed" error. If the drivers would be signed for WRT8-0, the OS itself would work of course. No driver mod is necessary, only their signing for WRT8-0 by is needed.
MS certainly compiled W10 to arm too (internally), however they will not release it in any case. Only if they will return to arm or arm64 in future.
