    You can not find Windows RT updates in WUC by default.

    It contain the latest 4.8 rollup

    however, KB4506993 is still needed for NetFx4-mscorlib_ni (C:\Windows\Microsoft.NET\Framework\v4.0.30319\NativeImages\mscorlib.ni.dll)
    not sure if that exist on arm too
