Thanks to everbody and particulary to Xinso! The procedure works like a charm, I have a now a permanently activated Windows. (Before copying the "GenuineTicket" and changing the Key, I have disconnected from Internet.)

Atari800XL, or anyone really, I need to fresh install Windows 10 onto 22 computers, so I'd like to know how well it worked for you. They are Intel NUC so I do not think they will have a SLIC BIOS, and I would certainly prefer not to individually install Windows 7 Pro on each one just to generate a genuineticket.xml, then individually install 10 Pro. Can 22 bulk installs be completed any other way? I guess the problem really does lie in getting a genuineticket.xml for each computer. The Windows 10 Pro can be installed on one, sysprep, then imaged to all the other SSD's, and then each computer turned on and initialized and then powered on without Internet, genuineticket.xml copied, then rebooted with Internet and it should activate. So now how easiest to get genuineticket.xml for each of 22 computers?
How about: Option 1: 1. Dual boot for one SSD: Partition 2 Win 10, and Partition 3 Win 7 2. Cloning 21 SSDs 3. One by one, get Win 7 GenuineTicket.xml to activate Win 10 4. One by one, remove Win 7 partition and merge it to Win 10 partition Option 2: 1. Install Win 10 on one SSD 2. Cloning 21 SSDs 3. Get HWIDs of all devices 4. Install VMware Win 7 on one device 5. Swap VMware HWID in Windows7.vmx with each physical HWID to get GenuineTicket.xml e.g. Code: uuid.bios = "56 4d 5b 69 ba ce bb a5-5c 58 c6 5d 2d 25 38 ee" 6. One by one, boot and activate with its own GenuineTicket.xml
Thank you xinso, that is excellent. For Option 2, how do you "3. Get HWIDs of all devices" ? I have AIDA64 which shows DMI System UUID90012345-1234D123-1E012345-00087654 (numbers changed but this is the format it is in) But that doesn't look like the format you used in uuid.bios Thank you!

Sorry for being Late to this Party. What I did 1. turn off internet 2. Remove KMS and Schedule 3. cmd prmpt as admin slmgr -upk (last 4) slmgr -cpky clean from Registery. turn on Internet Reboot you should then see "De-Activated Notice" slmgr -ipk (any Good VL key) because your KMS changed you to VL What I used was the Generic Key as Provided by MS for the Edition/version that i installed. and that lasted for 2 days. then suddenly MS Activated me and gave me a Different Key. which you can find the new key using several different methods.
Alright thanks xinso again. I ended up installing Win 7 with the Daz Loader readme.txt documented method of non-UEFI pre-formatting Windows 7, so now I have one SSD with that Activated Windows 7 Pro that I can put into each of the 22 PC's and boot up long enough to run gatherosstate.exe, then save off the GenuineTicket.xml for that PC. Then I swapped out to a new SSD, Installed Windows 10 Pro, skipped entering product key, etc. As soon as Pro boots the first time to real desktop, I verify it has Internet connectivity then shut down, pull the network wire, boot up, copy the GenuineTicket.xml to C:\programdata\microsoft\windows\clipsvc\genuineticket\ (it asks for Admin YES prompt, FYI) , then shutdown and plug in network. After booting with network, 10 shows Activated. I want to mention that I did purchase 22 valid OEM 10 Pro licenses, I just don't want to burn those keys for no reason when it's not much effort to take a few extra steps to activate free.
