i had somewhat similar issue and it was some USB phone driver think motorola or LG or Huawei..

i had to show hidden devices in device manager and uninstall, reboot and re did it again 3rd time showed clean.
also try in services.msc the device install and device setup manager right click and start then check device manager. its normal for them to not be running.. but they should turn on on demand when installing drivers.

did you plug in usb of phone to pc recently ?

try re upgrade repair with mediacreationtool.exe
