    It's as legal as upgrading from activated 7 > 10.

    I mean is windows 7 activated legally ?
    I mean by legal license key.

    Does it matter? Windows 7 is practically abandonware for individual users.

    Sure, but not in Microsoft's interest. They can't wait to roll out the last security patches and off it.
