When you don't believe in God, then you can't have rights that come from God, and the only way to have rights that cannot be taken away by Government is if you believe your rights come from a God (that is more powerful than any Government). So, if you want permanent, eternal rights, either believe in a God that gives them to you, or pretend to believe in a God that gives them to you, otherwise some Government will come along and take them from you, and you will have no "higher authority" to appeal to.
