This may be a stupid question, but is slmgr an external program? Do i have to download it or is it build into window server and i just have to open up command prompt? thanks again

Just a quick heads up for anyone going the SLIC route, be sure to install it with the eval key and not an OEM key. As I discovered the other day, the server will fail the setup process if you use the OEM key since you can't install the certificate first. Once the server setup is complete you can switch to OEM activation.
I was using the MSDN version. But the only difference between the two is the signature on the install.wim file, so this catch should be the same for both versions.
Then a possible likely reason for failing setup process could be not being connected to something . Try installing it connected to switch and with clients connected to switch if you want them set up at install.
It has to be plugged into a network to even run the setup process. So what you listed is effectively a requirement (though you won't and can't add clients to the domain until the setup process is complete).
