It allows either installing needed updates on an already running windows 7/ServerR2 installation, or integrating needed updates into the install.wim(which is inside the iso and contains the actual windows OS). In other words, yes, it does.

The ISO is a Pro VL RETAIL iso (what exact iso filename)? In what language? And how did you run the pack (online/offline, what parameters, etcetc...) so i can try too. On the MSDN iso's it worked fine using it to offline update a x64 wim.
