I believe Starter is for use in 3rd world countries. Bill Gates did a big talk on it. the only organization that pays for Starter licenses is the Gates Foundation afaik.

some OEMs like Dell and HP pre-install Win7 Pro on some of their business class PCs (ex. Dell Precision M4600 comes with the pro edition) also Win7 starter edition is 32bit only but home basic & home premium are available in both 32bit & 64bit versions
i think that was the case several years ago because most common pc's were poor in processing and performance, so they thought those editions would perform well. nowadays is a different story and most pc's are doing very good regarding performance, as far as windows 10 is concerned, i think the home edition was mainly found to just limit end users from messing up with the OS (customization) so microsoft can profit more
I just attempted integrating updates using the recently posted UpdatePack7R2-19.2.15.exe and a vanilla Win7 Home Premium SP1 x64 iso file... ya I read some PC World or PC Magazine article back in 2005 and it said to buy a Core 2 Duo. I haven't looked back since. prior to that all I had was a Pentium III
edit: whoops. I think "advanced installer" means it is waiting for something else to come. probably put files there for telemetry updates if that's what you are trying to avoid. I wouldn't worry about it. wait for a better reply though.

Home, CSL and Pro (+N) still ARE free But in my country most OEM systems are sold with 10 Home pre-installed.
Just finished installing a simplix'd Pro x64(19.2.15) on an actual physical machine. Integration went as smooth as all previous versions. Installation went without a hitch as well. A reboot prompt appears right after you get to the desktop for the first time, then you're free to do with the machine whatever you like.
@Enthousiast I've integrated the UpdatePack7 image setup but when I open the internet explorer 11 it's no problem but when it shuts down, "inetcpl.cpl gives the error.
