    Starter x64 is made by the info provided by @whatever127 , to be used to create all higher SKUs from it.

    not in a live system. I want to install in install.wim package. does not seem possible with this tool

    I can download KB4566517 from Windows Update, but why was it not installed by Update Pack 20.7.15?

    If you're using abbodi's .netfx 4.8 addon along with simplix updatepack - no. If you're just applying the updatepack to your image and installing .netfx 4.8 later on - yes.

    I believe it's the first case, but why does Window Update still offer KB4566517 for download?

    My last post was a reply to your comment that "the offered updates are old updates" as an update from last week is not old. I could have just installed the update and not bother asking. I though I should ask, but now I realize that I shouldn't.
