The updatepack isn't meant for fixing stuff. Neither is it dependent on WU.
If it happens to fix it, it's probably because some file was bad and got re-applied buy an update - that sort of thing.

Installing KB958830 (Remote Server Administration Tools) prior to running the pack causes the update pack to get stuck in an infinite loop trying to reinstall KB3125574-v4 (2016 update rollup). The pack does not complete successfully until it is uninstalled, even though the system correctly registers the status of the 2016 update rollup as installed.
Is this a bug, or an intended behavior? No errors appear in the update pack log, the installation always succeeds every time it is attempted but loops again trying to reinstall it anyway.

EDIT: Seems like AD LDS and related updates also cause the same issue.

Will the October pack be the last one?

For 32bit, yes. Could imagine that 32bit files will be removed in the future, making the coming packs slimmer.

@Seven4ever windows 10 section would be the better place to ask the question.

Considering nobody here has any knowledge about what @simplix is planning to do, we can only wait for him to respond.

At this point, most likely not for some months now.
Most likely yes until January. Server 2008 updates apply to windows 7 client versions as well, as far as I know.

    I would imagine that's common knowledge, given Server 2008 R2 is x64-only.
