Try disabling your antivirus software. But disable it correctly and fully as some A/V programs seem to be monitoring persistently even after disabling. And by disabling I mean to say not uninstalling it.

Try to clean all remnants you can, use WAIK command "Dism /Cleanup-Wim", clean temporary files also delete Temp folder used for Pack etc. Delete unpacked Windows ISO and unpack clean one. Next time don't use script and Temp command, just try commands from main post, like "UpdatePack7R2.exe /ie11 /WimFile=C:\install.wim /Index=* (or any other index)(Install.wim here is on C:\)"
No. Usually this pack is released every month on the 15th day but this time the latest one is precisely the one at the OP: UpdatePack7R2-14.11.17.exe The numbers in red indicate the release date, in this case November 17, 2014. Then this pack includes all relevant updates till that date.
