My .log is similar to yours. I just notice one detail here, the windows service can not be be disabled. Error access deny. i dont know if something is broken but i fear the integration was wrong. In a laptop intalled updatepack7r in a live system and windows update service can be disabled.
On my simplix'd starter(the one from the log above) there's no such problem. The error is on your end. /FixOn and /FixOff switches should be added to OP(force Meltdown/Spectre protection on or off)

UpdatePack7R2 automatically disables protection against the Meltdown and Spectre for Windows 7 and includes for Server 2008 R2. Use the key / FixOn for compulsory inclusion or key / FixOff to turn off the protection. I don't like where this is going, qualitycompat needs to be handled by the running AV not set at forehand. The meltdown/spectre options should be set to Off by default, let the user decide whether to turn it on or off.

After the installation of UpdatePack7R2-18.4.15.exe I had reg entries for all these and the Meltdown and Spectre patches were DISABLED just as Simplix stated they would be... I used the default settings and did not use /fixoff or /fixon keys... OBTW, I use the S3.Translater extension add-on with Firefox to Translate the info on the Simpix UpdatePackR2 website... It seems to do a good job of translating...
