there is a slight possibility too which most of us overlook. I flash my modded bios and just set the hdisk /DVD thing right. win 7 not activated. guess what My bios ACPI was disable on default. enable it viola and win 7 was activated. check your bios that ACPI is enable !!
I am going to wipe out my hard drive and do a fresh install again, then try to activate using slic 2.1 method again. I'll report with you guys later.
Thanks guys for helping me, finally i redo a fresh install and manully import oem cer + oek key. I found out what was the problem I ran commamd prompt as admin... by using the run command and type cmd, then i right click on cmd and run as admin, the progress for import OEM certificate and key was successful but windows will not activated. This method was ok when i use it on Windows Vista, but on Windows 7 it is different. I have to press on All Programs.........Accessories........ Right click on command prompt and run as admin..., then import oem cer + key = windows activated. Thanks guys for helping me.
yeah!, it was a mess on me, i always type cmd in run and choose run admin for doing many things (activate vista, use other commands) and it worked ok even when i used it for making a windows 7 AIO disc. But now i realized that the import progress for oem cer and key on windows 7 is a little different.

i messed up on using the command prompt and i figured out with helps from other people, so this thread is not necessary anymore because there are so many thread that talk about how to activate windows 7 with SLIC 2.1 BIOS I will post a tutorial with step by step in Windows 7 Repository thread
