My mistake I did delete direct link to version v3 file but not the webpage I have since deleted that.
What do you do when you have no SLIC table there? I opened up the SLIC_Toolkit and it says I have both a certificate and key, but no SLIC. I had recently changed my motherboard from ASUS to ASROCK, kept all my things and OS without reinstalling, and now have run into this issue. What can I do or install to have a SLIC so I may flash my BIOS? Thank you.

SLIC Toolkit can't find cert I have Windows Server 2012 running with a valid cert and serial number. The product is licensed, but the toolkit says that the cert cannot be found. Results look very similar to your second example on page 1 using Windows XP.
I can also say that the tool does show the correct Slic 2.2 info but shows certificate in error & wrong key. I'm using Server 2012 STD.
If it is like the windows new W7 Samsung tablets the OEM is deleting the cert. You will need to extract it from the Token.Dat. Hopefully the token.dat is unencrypted like 7's. 2.2 should have 2 keys the generic OA and the product key in the bios. (2.2 should be call 3 offline as they work very similarly). My guess is the tool is pulling the OA. If you don't mind me asking what is the hardware?
Sorry my English is BAd I meaned a tool to Test the Moded Bios file. To test if it is ok patched. A few years ago there was a Bios Emulator to test it, i meant a program like this. THX for helping me
