Which version did you use? I'm completing a test build for Windows 11 and will then update the script for Windows 10.

There is a difference between live system and VMware. I think you should try it in live system and check for the same. The ram usage is higher as compared to yours. I am also trying another windows 11 iot enterprise and see what I get from him in his vmware. Just giving an example only.
