A motherboard upgrade or an operating system downgrade. Clearly, someone at MS has screwed things up, intentionally or not, and your Core 2 cpu has become incompatible. I had never had problems test lowest CPU Quad Core 3.50ghz with 16GB ram, All I did download ISO, then use RUFUS 4.xx and I check mark all, but not the user name.. then will write on 8GB Flash drive 3.0 (recommended..), But works 2.0 flash, slow... Get latest Windows 11 23H2 it works just fine.. I also tested my MSI CR620 with i5 core 8GB Ram, 1TB SSD and still work fine. ATGPUD2003
Yes, it has worked in the past, even for me. What about recently? More to the point - have the Windows store apps on your Core 2 Quad been updated recently? No problems have been reported with any generation i3,i5,i7 processors.
So what was the solution? It looks like MS pushed out and update for "Microsoft.VCLibs.140.0*", a week or two after the problem first started.
