can anyone help.? i am facing the same problem
i bought motherboard with 1 year warranty. replaced the 1st board as i was having shut offs randomly while watching videos on you tube only . did stress test no shut off so sent it back for warranty. it was replaced a month before warranty expired.
so i installed after warranty expire use it for 2 weeks i was installing windows 10 on usb it copied files then restarted then it happened froze at dell logo.
iwas on the latest bios same shows dell logo pressing FN or F12 letters turn yellow but never boots to bios. dell logo and blue bar fill up all the way but freezes there.
the funny thing is this isnt the only time ive faced this. on the OLD motherboard i had i was on the last bios and guess what i was installing windows 10 by usb copied the files it restarted and froze at dell logo both times it happened right after windows 10 copied files from usb and rebooted.

clip hardly ever works due to circuit pulling too much current.
sounds like your win 10 usb is not a clean version.
if you are going to try.. first need to identify chips.. most dells use 2 chips for bios .. split between them.

    just wanted to update.
am facing a problem now.. not sure if its relared to flashing or because te reistor was removed.
the problem am facing is when i clean install windows 10 everything is fine. if i do a restart all fine. problem is when i shut down laptop and the next tie i turn ir on. it freezes at the windows logo and spinning dots. so as long as i dont shut it doen i dont face this problem.
i enter into advance recovery by turning on and off 3 times so recovery t repair screen appears.. if i enter safe mode all fine. if on clean instal and made a restore point and from advanced recovery i restored the created restore point then its all fine.. can update video cards and do bench marks all fine.. only happens when i shut down computer on a cold start.
if i install win 7 i don face this problem .restart or shut down computer works fine .

    update solved. all working now.
since it was my first time flashing with programmer ch34a1 i made a mistake.
i was told to compare files. but te program have a verify that match and said it was same. it was not.
so basically you need to make a back up of both bios chip and save them.
then i manually erased chip, and then i verify it was empty it showed all FFFFFF or 0000000 scroll down and all the same means its empty.
then proceed to write once its done then again you have to close program open program and read chip and save it.
now you have to use an md5 sum checker and create an md5 of both files.. the one from the chip you just wrote to. and the file you used to write the chip,
    both should match.

    on previous flash neither matched.

Very nice.. i hardly visit forums lately.
i use neoprogrammer or asprogrammer make sure the selections are checked properly
    Options.jpg
and the issue you had sounds like driver mix up or even usb port speed issue..
friend had similar in a dell core 2 duo and ch341a but not with ezp2019

i am not 100% sure but i can only point to enabling fastboot start up on bios.. as i have reinstalled several times and havent faced any brick.
i do remeber enabling on bios fastboot before when it bricked.
i used asprogrammer because seemed like CH341A programm v1.29 wanst erasing the chip.
