As long as you install the same SKU (Pro) by using a Consumer ISO of Win 10/11 or a successor on this same hardware then there is no need to run MAS again.
I did this way many times. fresh-install Windows 7 Pro, then Winloader by Daz. later upgraded to Windows 10/11. No any issues so far. As mentioned by kaljukass, once Windows 7 activated, no need to re-activate later any more on either Windows 10 or 11, or whatever.
He already has his free HWID by upgrading his activated 7. And no need for any fresh win 7 installing only to upgrade to 10 for a free HWID, check my sig for MAS
