I only have a power plan (the "Balanced" one) instead of also having the previous two ones ("Power saver" and "High performance") on Windows 10 1909. Even after doing a clean install I still have one power plan (the "Balanced" one).

I have a question that no one has asked yet: Is this a laptop or a desktop? I imagine there will be fewer choices available if the OS does not detect a laptop battery. Also, from MS, an explanation why you may or may not see the slider appear after an upgrade. Slider availability The Windows power slider is available for AMD and Intel platforms running Windows 10, build 1709 and newer builds of Windows. It is not available on devices with ARM64 processors. The slider will appear on a device only when the Balanced power plan, or any plan that is derived from Balanced, is selected. There is not an option for either users or OEMs to remove the slider UX. Devices that have the High Performance, Power Saver, or any “OEM Recommended” power plans will not be disturbed during the Windows upgrade process. If a user upgrades from a version of Windows that does not support the slider, to a version that does, there will be no change to their High Performance, Power Saver, or "OEM Recommended" power plan. These users will not see the slider UX, and they can still configure their power plans in the same way they could before upgrading.
I've noticed this and I suspect it's a driver issue, but that's just a guess. Every laptop I've installed 1511 or 1607 on I get all the power plans. On these same laptops if I do a clean install of 1809 or 1903 I only have a balanced power plan. I didn't give it much thought until I installed 1903 on a laptop and got just the balanced plan and didn't really care. Then I clean installed 1511 on the same laptop, got all the power plans, then upgraded 1511 to 1903 and still had all the power plans.
Ah yeah, I created my own hybrid plan with AC settings from "High performance" with the DC settings of "Power saver." Seeing how it is based from the High performance plan, I can haz no slider.
It's a laptop and I have checked the Balanced power plan. I did a clean Windows 10 1903 install. EDIT: I installed Windows 11 and on the Control Panel I only have the Balanced power plan. It seems the Power Save and High Performance power plans are offered when creating new power plans on the Control Panel but only in desktops, not in laptops, which is my case, so it's normal. On the Settings app, I can choose the Best power efficiency, the Balanced and the Best Performance power plans.
