I believe you answered your own question without realizing it.I'm not entirely sure why this is happening but try this for a fix. Start > Run > type "gpedit.msc" (without quotes) click ok. Local Computer Policy > Computer Configuration > Administrative Templates > System > Logon > Always wait for the network at computer startup and logon set this to Enable then reboot. this solved the annoyance for me.
