    when MS make a final stable build IT's called RTM
    first it's publish for vendor's like hp lenevo
    that sell their laptop's with vista \ 7 under OEM licence
    later it publish to store's under retail licence
    later it's publish on MSDN & if u got an account (u got 600$ spare ?) u can try it :)
    ALSO, TECHNET and CONNECT user's can download from MSDN.
