if this question was not answered yet, I only can tell you that VL versions are used in business environments where deployment is done by It pros. Activation normally is handled through central IT management for all machines in that company preferably using KMS for large environment or MAK keys.
Home user does not need it because core/pro is made for him/her
The beauty of VL version is that you can activate it by using online server KMS or local (if available MTK or KMSpico)
