Telemetry is MONEY!... They will rather allow pirated upgrades... but mess with their grabbing your info...no way. That's what Win 10 is about after all... What we should do, instead of disabling the stuff, is intercept the info and replace with bogus stuff (like "I luv MDL" or something ) - that will get their data mining guys something to think about.
I disabled everything with Group policy/OOshutup, and W10 Pro doesn't seem to send much more info to Microsoft than Windows 8.1. I ran Wireshark yesterday for about an hour and I saw telemetry kick only once. Heck my AV had more network activity during that hour.
In my case mine was an upgrade and was the same hardware. However, this wasn't the usual non activated state. This was windows booting into a special mode and telling me that I wasn't authorized to have windows on my computer and placed into a state where I never saw the desktop again.
THIS is what I'm wondering. I do not recall the name, but I found a service called "ad" something or other and it was a bloody hell to disable it. Sometime after I did, that was that. This was a clean install with no 3rd party apps or programs installed either (required if you're going to properly tweak)
Those hard to disable services are core service you should never touch. Along with the removed apps, it might be what triggered a hard ban on your HWID. If you didn't do it yet, try to do the whole upgrade process again, maybe it'll reset the HWID ban. I doubt it will but who knows. Other than that, if you really want Windows 10 on that machine, call Microsoft again saying that you were clueless and installed <insert a random privacy cleaner app name here>, hit a button and after it uninstalled a bunch of Apps you got this message.

I don't really understand the KMS part of this though. You said even after clean install and KMS activation it still shows the message? After you activate via KMS it shouldn't be talking to MS activation servers anymore. That's the whole point of KMS.
The HWID has been flagged as illegal for whatever reason. Being on KMS does not prevent Windows from talking to MS servers for validation. He said it comes back when he tries WU. What we need to worry about is what triggers this draconian response by MS.

I'm with endbase on reinstalling the "Legit" Win-7, verifying and then upgrading again. Then IF it happens, post a pic for the rest of us to see
