Flashing to a newer bios shaved 20 seconds off my boot times. It only took them 7 revisions before it could properly recognize an 8800GTS without showing a blank screen for 20 seconds. From pressing the button to the first beep was 20 SECONDS..... go gigabyte.

Don't get offended, I understand you are talking about OS specific tweaks HOWEVER, I was pointing out other proven sources of boot delays and what to look at.

Sorry but it's been proven to be a placebo, doesn't lower boot times.

I would also make sure my hdd is not at the absolute bottom of the boot priority order in the bios. I usually keep it at no. 2 (after optical drive) or when required, at no. 3 (after optical drive and usb).

The best option is to use the windows performance toolkit to analyze and optimize your boot speed. I remember using the older version, bootvis on xp and it worked wonders on boot times. I'd say that's the definitive "tweak".

catdog, every computer is different. About the stibility issues, I would recommend you check for malware, background programs, etc. Download malwarebytes and run it. Try to clean your computer up a bit and rerun test.

Is the PC dirty, if you feel comfortable opening your case pop the side off and use some canned air to blow out the fans and heatsinks, place a finger on the fan and hold it down, if the fan spins it will lift a little allowing all the dirt you are moving to get into the windings and bushings. Don't vacumme it, the air moving through plastic or nylon hoses builds up static.

Seems like your PC has alot of erroneous registry entries / malware, I would suggest you format your PC, install Windows 7 again, make an image of your c: partition after installing all the drivers and Windows updates, ( I use Acronis True Image to create an image of my HDD and then I can restore back to the previous state within 7 - 10 mins), then try the guide and feel the difference

I'm not sure anymore about the Event Trace Sessions. You can set these drivers to disable or manual
msahci - install rapid storage technology drivers and disable msahci
pciide and atapi ( IDE Channel ) disable only if you are not using any IDE devices . I've disabled this since I have no dvd drives and sata controller is set to AHCI mode
peauth - set it to demand , havent experienced any problems
tcpip registry compatibility - set it to demand . mostly for old apps
fvevol - this is the bitlocker driver . disabling this will BSOD on boot , workaround to that is to remove a dependancy in the registry
