I'm trying to find it as well for WMP MUI x64. But haven't found it either. For x86, there is an ITA language (italy Addon too) in the old builder's file. Now I haven't been able to prepare multiple languages.

I'm still missing Patch KB943604 for multiple languages at this time. I'm afraid the file is in a different language than the original language.
@UsefulAGKHelper I checked that driver in x64 8.1 / 10 10240 / 10 21H2 and I don’t see any missing imports when using Extender from XP2ESD. Your file cant be downloaded @MilkChan Try to use WinUSB driver from XP2ESD collection on x64

TomeZone.inf is applied during Auto-Sysprep So c apture image already have updated Time Zone strings. This code you quoted I have written because I couldn't find what was wrong with my updated TimeZones and OOBE was broken. During this development I found that problem and fixed TimeZone.inf instead
