    Yes, you can use a dual WAN router with aggregation (technically load balancing) . Netgear has one under $300. Most dual WAN routers can be configured for failover or load balancing.

    and depending on what you want to use it for some software proxy servers will also work (do with cable connections via download managers, newsgroups etc)
