    Thanks to pm67310 for pointing me to "Script Create Win11Lite no ADS, Bypass Requirement, Remove Useless Apps"
    and found a note
    So the notes above SOLVED the related issues:

    1. cannot be installed on a PC without TPM with 2 MB of memory that not supported POPCNT requirement !

    2. for my 2nd pc used Mainboard: BiOSTAR TA 785G3-HD and Processor: Athlon II X4 630 2.8 GHz
    Code:

       According to Google Ai (Mode) Overview:

       • The Biostar TA785G3 HD motherboard supports Socket AM3 processors based on the AMD K10 architecture. AMD implemented the POPCNT instruction starting with its K10 microarchitecture (codename Barcelona), which was released around 2007/2008.
         Therefore, any compatible Phenom II or Athlon II processor installed in the Biostar TA785G3 HD will have the necessary POPCNT instruction support.

       • The AMD Athlon II X4 630 processor does not support the POPCNT instruction.
         The Athlon II X4 630, which uses the Propus architecture, only supports the following instruction sets:
         * MMX(+), 3DNow!(+), SSE, SSE2, SSE3, SSE4A, x86-64 (AMD64), AMD-V.
         The crucial POPCNT instruction is not included in the SSE4A set supported by this CPU; it generally requires a newer architecture like AMD FX processors (Bulldozer and later) or Intel Core i3/i5/i7 (Nehalem and later).
         The absence of POPCNT support means that some modern software, notably recent versions of Windows 11 (24H2 and newer), will not run on systems with this processor.

       Google Ai (Mode) responses may include mistakes.

    My assumption is the AMD Athlon II X4 630 processor on my second PC does not support a critical feature (SSE4.2) for a feature (POPCNT) that is essential for installing Windows 11 v24H2 and will not run on systems with this processor.

    hope this is useful

    If the CPU does not support SSE4.2, then 24H2 and higher is a no-go. The other requirements are independent from this, they are arbitrary and can be circumvented.

    AMD supports SSE4.2 with Bulldozer or higher IIRC.

    Thank you I prefer to use Windows 10 IoT LTSC 2021, Windows 11 23H2 Enterprise/Education for older computers with older CPUs is too heavy for daily use.
