I have this on five Windows 11 computers, no resolution yet. I've tried everything I have found googling it, nothing works. Even reinstalling Windows 11 on top of itself from an updated ISO doesn't resolve it.

I take it back. It does not fix it if you are in audit mode and sysprepping an image. It did solve it on three computers that were already deployed though. So, the problem remains for me.

And if it didn't work in audit mode, then it won't work after sysprepping either. So you have a permanently damaged image. I still haven't found a proper solution other than "hiding" a security update, which is no solution at all.

I have three machines it is still stuck on as well. Another resolved itself after a day or so oddly.
