I have just rolled back a pile of drivers they fixed it on 6.0.9727.1 and fixed ConservationIdleTime 00 00 00 00 + PerformanceIdleTime 00 00 00 00 in builds 6.0.9600.1 to 6.0.9718.1 ConservationIdleTime 03 00 00 00 + PerformanceIdleTime 03 00 00 00 i dont have anything between 6.0.9718.1 and 6.0.9727.1 so it may have been fixed slightly before 6.0.9727.1 or not
