Using dedup on Win 8.1, one CAB consistently won't install - what to do?

    ok, now I found out, language packages (en-us) for fileserver or dedup have broke rsat to be installed, default windows 8.1 installation is en-us (default language for instalation), is it ok if I do remove these 2 language packages?
