The difference between the two is that one was a secret wartime project and the other was a globally advertised national project. In terms of personnel involved, the US national space program dwarfed the tank program. No hoax or cover-up involved.

Nope. They used something much simpler, 'cause the aliens are on the "dark side" of the moon. Nobody asked himself/herself why the moon is the only satellite in our solar system that shows only one side to the planet that revolves around?
But aliens are not what you think. It is really as simple as being another life you will never live. Imagine the way cats communicate and think as just that; cats. No, I don't yet think it was a hoax, but have already begun to have doubts. And the more time goes by without it being repeated, whatever the excuses, the stronger the doubts get. EDIT: As for financing the undertaking, that's easy: ads. Just imagine how many big corporations would pay big money to be able to say that an ad of theirs has been placed on the moon. "As seen on the Moon".
