You're mixing two different things. RTM = release to manufacturing aka final code. VL - Volume License. Version intended for organizations. But it's still RTM. Retail - for home users. But it's still RTM. If I'm not mistaken, VL comes without some component, for example, Media Center cannot be added to it.
RTM is the final edition of a software which gets out to customers worldwide. VL is a special channel for enterprise customers like big companies. VL versions mostly are activated by using key management service = KMS. KMS pico emulates such data locally on your PC and you have no need to contact any online servers so far. Beauty of VL version is that you can install without using a gerenic key. Downside is you cannot ad features like WMC
NOTE: Any version of Win 8/8.x can be activated by KMS, it only needs to install the Volume Key matching the current OS .
VL for Organization use MAK key or KMS to activation more than 1 Client RTM (Released to Manufacture) which mean Is able to use. RTM Divided into two phases, RTM Escrow and RTM Gold Most Important RTM and VL is 2 Different things

There are no E versions of Windows. The E version of win7 was a leaked OEM build that MS decided not to ever use for the public.
