Is it just possible because this laptop had Windows 7 installed that some how the bios lock 7 into its chip and now when I try going back to Vista it will show upgrade ?

It means upgrade to different version i,e, ultimate for example. which you would normally have to pay for via windows anytime upgrade but all you would need to do since it is OEM:SLP is use vista ultimate OEM:SLP key
