If the people "in the know" set up windows for someone not in the know, like their mothers, it's indeed a good idea to give them standard accounts and an admin login/pass. For people who know what they're doing in windows it's really inconvenient to have to type the admin details every time a change has to be made. I have always used admin accounts in windows and I always will, because it's easier and I know what I'm doing.
