Yellow indicator is must likely a driver issue.

Is chipset or INF driver could do this resolution problem ? if I didn't install them ?

If the PCIe isn't working properly because of a missing chipset driver it could be why your card isn't installing properly

Install all the drivers from that site until device manager is happy with no !

Try extracting all drivers, use device manager to install manually

Might need to use compatibility mode for 8.1 if you're using the setup installer

I think my ASRock B85M is bad because I had installed the chipset driver before with the same way (normal way) on another install of the the same windows copy that i'm using now and it was fine I even didn't need that driver back then.

    Yes, several times.
I think the mother board is failing but i'm not 100% sure maybe the card too. If it is I should buy a new board before its too late. what do you think ?

Exact same version of windows, same build, that worked previously? Or are you installing a newer version?

If the exact same version, and you have tried everything, sure go ahead buy a new board, not seen a board fail like that before but there's a first time for everything, looks to me as if it needs the drivers fixing

Updated your motherboards BIOS to the latest?

I put windows 8.1 on a flash and i'm using it just for installing windows I didn't touch it since I made it and every time I do an install I have to update it for hours via windows update automatically.
Everything was alright before a sudden power cut from 2 or 3 months I have a 10 years old PC without doing anything in its BIOS and its working now like a brand new . I have no idea about BIOS but I didn't touch it.
And how to fix the drivers ?

I replaced the monitor and found out that the monitor is faulty here the another one working good but graphics driver wouldn't work properly so I guess there is another failing hardware.
I'm always getting a power cuts so is it will be good to buy a ups ?

Your pc can not possibly be 10yrs old if your using that ASRock B85M motherboard.
And yes, get a UPS battery back up asap
