I didn't suggest messing with the resolutions or refresh rates in CCC.
I suggested finding the 'scaling' slider; that's something different.

If you can't find that, then I have no further suggestions, sorry.

I can find that. But the checkbox to enable it is greyed out and I cannot move the sliders.

I was wondering if you take your mouse and move it to the ends, does it move your screen to the hidden area, allowing you to see the edges of the screen? or does it just disappear.
You should download a program called riva tuner
It is a program that extends the driver and allows you to use driver level settings, check it out cause I BELIEVE IT HAD OPTIONS TO RESIZE AND CHANGE COLOR SETTINGS
Also you could try a video bios editor?

Yup it works just fired it up you need to go into custom options little tab on the fist page by the driver and display selectors, from there you can adjust custom resolutions, and adjust screen overlay;)
GO TO SYSTEM SETTINGS THEN IT HAS A OPTION FOR OVERLAY
    YOUR TOTALLY WELCOME!!

I cannot use RivaTuner. Nothing works with it. I use ATi Tray Tools. The mouse just disappears off the edges of the TV.

Actually RivaTuner is for ATI cards (Desktop Radeons only)

Not sure how to help you at the moment but will see what I can dig up

Have you tried it on a friends TV to see how it reacts?

read that article i listed , it has a guide to fix your resolution
You really need to customize the resolution, say 1915x1075

You need to do, customize timings. Its in the properties section where you choose your monitor or secondary display. Go there and get into customize timings and adjust your resolution.
