Fresh install, UAC off, built-in admin account... .reg files do nothing, no matter if clicked or run elevated in cmd with regedit.exe, but same keys or services (under HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services) are modifiable with reg.exe or sc.exe (with a few exeptions like TrkWks which could be set only with sc). Is there some permission differences between regedit and reg/sc? So far couldn't find any.
