okay, so I have been experienceing wierd stuff with updates. When windows updates my video card drivers, it screws my computer up when I boot it up, my icons and start menu don't appear. I have done the following to try and fix this:

    Reboot computer
    F8
    Safe Mode
and I have manually removed it that way.

I have also tried the trouble shooting tools provided by windows, and I have tried re-formatting my computer. I know the issue is my HD video card cuz I have been told thats what it is by a computer engineer, and now he is saying to remove all of the drivers, software, and components for my hd video card.
    How do I do this???

You can find the device in device manger

Right click computer in start menu then choose manage

Find out the manufacturer for your video card and download drivers from there web site don't do it through windows update.
