Windows 10 1809 how to fix broken Notification Center?

    I had the very same problem with the notifications after my system was updated to 1809. As i did not find any solution, I went back to 1803 (revert back to previous version) and then downloaded the latest 1809 iso and did an in-place upgrade to 1809.
    Now everything is back to normal.
