@bfoos are you sure it's an untouched clean install? the title bar is black, i saw winaero on the desktop in previous screens. All my 18363.32x+/18362.100xx clean installs have the new explorer searchbox and the mentioned problem. @endbase i did the test too, but now it's back to the old explorer searchbox, but the rightclick context menu now appears
Of course I am sure. The only tweaks I applied to install.wim were to disable Reserved Storage and to change the time zone to EST. The black title bars are done via the registry by using Winaero Tweaker and while the folks at Winaero may indeed be aware of this new search feature and maybe even how to enable/disable it using mach2, I have never seen them post tips that can't be done via either GPO or the registry and the latest version of the tweaker is months old and predates this feature so no, it is not responsible for the lack of said feature on my end. I know this for fact because I tested the search box prior to doing any of my post-install routine. This is obviously a staggered rollout feature like many we have seen in the past.
So, do a real clean install and check. The offering of the 1909 enablement package is throttled, but once installed (by any means), all 1909 features inside the latest installed CU are enabled.
Just rebooted. Yeah! Everything's fine now! Thank you so much! What do you think, is that a bug that can be solved with the next CU?
I dunno, it was broken with .388 and fixed with the next CU, and now it seems this is another side effect of the new explorer searchbox.

I already did. I've clean installed every single 1909 CU from UUP created ISO's and checked every single time since I saw your first post about the new search. I've also tested by installing the enablement package on 1903 builds and never has this new search feature been enabled on any of my installations. I'm not complaining though as this new search implementation looks utterly craptastic to me.
Another (and still-continuing) a issue with the search-box of FileExplorer: 1) After File Explorer is opened, search any a keyword in search-box. 2) Click to "Back" and "Minimize" button. 3) Clck to the window icon from taskbar. Result: The windows reverts searching content, not "back" original folder content. Could you confirm this issue?
Build 19008.1000 Windows 10 Pro for Workstations upgraded from clean 19002.1 That doesn't happen here.
