So did this nvidia stuttering issue get resolved on ltsc 2019, or is it still a problem? Sorry if its a noobish question, but so many diffrent builds with diffrent issues, hard for me to take it all in. I was hoping ltsc 2019 would be my fallback OS if i dont get either win7 or 2015ltsb running decently, and now it seems even ltsc 2019 may be problematic? (For reference; i actually got 2019 ltsc currently running, and have not encountered the stutter issue so far. Ran several dx9 dx10 dx11 benchmarks, without the described stutter.)

Yep, sorry my bad. Actually I read on 4chan somewhere that ltsb 2015 off switch and ltsb 2016 security switch are the same, 2015 also leaks data with 0 setting, MS only updated the description, someone with fiddler installed could check it if it is the case.
Kinda old thread and this may or not be useful for people, but I prefer to use LTSB 2015. I'm using an HD7750 GCN 1.0 PCI-E card. Through lots of trial and error I have found the newest AMD drivers that will work correctly are Adrenalin 18.3.3, then install 18.3.4 on top of the 18.3.3 drivers. So far in gaming these drivers work fine and do support Vulkan 1.1. Any AMD drivers newer then this either don't fully work properly (GPU-Z shows 0MHz clock speeds) or simply black screen during installation and then never show Windows again until removed using safe mode. Hope this helps that one person somewhere.
Coming from LTSC 1607 14393, the popular build talked about on this post. Is it worth upgrading from 1809 LTSC? Stability? Looking forward to any feedback
It's always worth for better security and usability, but on potatoes that can lead to reduced performance. I personally find 1809 a piece of crap, 1803 is what it should have been the LTSC, and even that one trades blows with 1607. I'm currently using latest 20H2 on a hot potato and it works even better than 1607 LTSB - there are so many fixes in latest builds it's not even funny. You need to see it for yourself. If your hardware can pass setup, there is no reason not to upgrade. Just be patient until everything settles.

I'm running a "not a potato" pc. i7 6700 w/ 16gbs ram. I should upgrade to 1809 or maybe stay on LTSC again. ZzZz
