Makes sense. If by default it's not empty on the ESD but is empty on this ISO, and I'm not even sure that's the case, then it's no big deal as that registry key will change if you enable/disable the insider program. If that's the only change than this ISO is otherwise identical to the ESD, unless what someone said here about 'debugging off' is true, but I didn't see any proof of that.
Local Group Policy Editor -> Computer Configuration -> Administrative Templates -> Windows Components -> Data Collection and Preview Builds Double click 'Allow Telemetry' and set it to 'Enabled'. Now under that, you can force which option you want: 0 - Off [Enterprise Only] 1 - Basic 2 - Enhanced 3 - Full

No one can. What we can confirm is that the ISO from this thread is 99.9% identical to the already-available 10240 build from days ago. It's the same build. I don't think anyone can confirm that the ISO from this thread is even legitimately an 'RTM iso', it could be a repackaged/edited home-made thing. According to most speculations, however, this 10240 build was indeed sent to manufacturers. Will it end up being the same build that gets an official ISO from Microsoft on MSDN and elsewhere? possibly, maybe there'll be a refreshed ISO with more updates, and maybe an update will change the build string to something else, but most speculate that 10240 is indeed the version sent to manufacturers.
