Yes that is correct...this registry key has nothing to do with telmetry...it is what tells WU what flight build to check for ...aka fbl or th1 etc. In all our previous WIn 10 TP updates it has been filled in as part of the install no matter if you upgraded through WU or used an ESD to create an ISO and clean install. I already mentioned this around page 15
There was no "keylogger" they did collect info through telemetry and other data to improve on Win 10..but there was never a true key logger...yes they did collect stuff you searched on, or spoke ...no different then google collecting your search info you type.

No, it works better than last one, why, I don't know, I upgraded over insider build, saved everything, am activated permanently, I love it.
Yes it is...however we pro and enterprise users will be a bit more control now. Pro can drop it down to the bare basic level and enterprise can shut it off entirely. Default for all is full telemetry.
Some individual file builds are 16391...however when you look in the registry with the KB update it is 16390 so it depends on what you look at. Also note SLMGR returns 16384 Or whatever the 10240 ESD/WU was after the KB update...
Mine is distinctly American...no O's but I did this one as a clean install. Wow only took 3 cups of coffee to get from page 15 to the current end.
