    He knows zh-CN very well.

Why his Administrator Title is in Russian?
Why the image info is from ru-RU tool?
Why he answered that it is a ru-RU image?

Power ISO opens .img files and can convert to standard ISO

Nah, what he said is he is using a Russian Windows, I've seen a number of guys posting images in PCBeta with Japanese, Korean lang etc., he didn't say it's a ru-RU image.

I know the guy quite well, if he had changed anything, he would have say it. :D

Its not that easy. The .img image is much smaller than a standard ISO image. Completely different formats and yet not the same.

My mistake both images are mountable.

It clean installs just fine. Skip product key. Activated without MSA signed in.

ISO and IMG are both archival formats. Each file contains a copy of the contents of the original disc the archive was made from, plus information about the file structure of the disc. They are designed to make archiving the disc easier and make creating an exact duplicate copy easier. However, while there is only one version of the ISO format, IMG comes in two versions: compressed and uncompressed.

So all renaming is doing is tricking your associated ISO program to open the IMG file that it can already open if you leave the file as IMG.
