I haven't researched why this happens but every time I encounter this issue I use to right-click over the small square and "open image in new tab", on Chrome.

Ah; it's been a while since I used multi-monitor on Windows but I vaguely recall some limitation on some OS where I could only set the same background on all screens unless I used a 3rd-party program.
@Espionage724 ok I remember in several years ago still using beloved Windows XP I also already use multi-monitor and for solve this problem I find one little program from Apple yes by Apple and know that works fine but unfortunately I don't remember more which is your name but I can make some effort to remember it and can post here if I find of course yet I don't know if software works with Windows 10 if I find it I can make test in my principal machine and show here right dude
