I managed to get the Download button on Win10Pro using some of the registry changes I monitored from doing the steps in the OP on LTSB, out of curiosity I tried the reg tweaks on Home but did not get the Download button, also you HAVE TO LET Windows Update do its own scan do not do a manual scan of upddates for it to work. Also I don't know if these reg tweaks only need applied once or not as I use HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run to launch a bat file that re-imports some of my reg tweaks that MS resets during a reboot. I highlighted in bold what I believe is the real culprit for the Download button.
From what I read of the software you can disable wuauserv until you are ready to do updates, then you will need to temporarily re-enable wuauserv while using that tool to do your updates, then disable wuauserv again. The only benefit to that over the gpedit/reg tweak is no nagging that you have updates that need to be installed.
I tried the tool, seemed ok but after much to my surprise, ms had downloaded updates and installed ones I did not want so out the door went that little program lol
Then have you tried either the gpedit from OP or the reg key I posted but don't do a manual scan but let WU do the scan itself then use MS Win10 WU hide tool to hide the ones you don;t want before hitting the Download button?
nah I wanted a small program to update only the ones I wanted without update service being turned on, so didn't help me

Surely someone will come out with a brilliant way, but I can say that if you upgrade from a Pro, the store and most of the Apps will be retained for the old Pro users.
